well i havnt performed it myself but i think it should work(its not difficult),

RUN TIMER WITH 1 SEC OVERFLOW
(ON RISING EDGE) ON INTERRUPT PIN MAKE COUNTS
see the COUNT after every 1 SEC, it should be constant; since number of ticks/counts/rising edges per second will remain same for a particular frequency....

interrupt is the best available thing.
